Born and raised in Philadelphia, Bullock is well-known in the art community for her unique Afrocentric work. She received her artistic education at Fleisher Memorial and the Hussian School of Art in the 1960s, where her focus was figurative and abstract expression. A prolific artist, Bullock explores themes of African performance and ritual, and African American identity in the U.S. She is deeply inspired by her ancestral roots which give life to her distinctive artistic style. She experiments with colors, shapes, and mixed media to awaken and evoke the spirit, creating an energetic visual narrative. Blue Female in Garden depicts the profile view of a cobalt blue woman with rich and intense hues such as cadmium yellow and crimson. These powerful colors add vibrancy and enable the viewer to feel the spiritual energies emitted by the work of art.
